We propose to share practical lessons drawn from a review of ten years of MCC grants and programs to encourage creative economic development in Massachusetts. We would share four commonly observed stages of growth that partnerships go through as they plan and implement creative economic development initiatives. Observation of Adams Arts programs and research suggest four developmental stages of creative economic initiatives: Exploration and Planning, Start-up Operations, Growth, and Maturity. At each stage there are predictable risks, typical characteristics and needs, and questions that partners and their allies may wish to consider. Understanding these developmental stages helps program managers avoid predictable problems and helps funders provide more appropriate assistance.

What were the project goals?
The Massachusetts Cultural Council (MCC) commissioned the UMass Arts Extension Service (AES) to “develop recommendations for a creative economy program plan that defines new priorities and positions the MCC as a leader and partner in Massachusetts’ creative economic development” and to “recommend a system to demonstrate results of creative economy work so that MCC grantees and partners collect reliable and comparable data that can be readily aggregated to evaluate program effectiveness, return on investments and economic impact.”

How was the project implemented? What were the steps taken?
Constituent Survey: A survey was sent to over 400 Adams Grant recipients and partners to assess constituent success and needs to sustain the sector. Benchmarking Research: A review of six comparable state, regional and international strategies that may provide models for the MCC. Review of relevant literature, Adams Grant case studies, and MCC data.

Our project did not encounter significant obstacles, but we did observe predictable problems that growing community economic development initiatives did encounter.
